USPS Revises Mailing Standards for Lithium Batteries

On August 17. 2017 the Postal Service, in Postal Bulletin 22474, published chanties to Publication 52, Hazardous, Restricted, and Perishable Mail, to provide new mailing standards for lithium batteries. The changes are intended to align Publication 52 provisions for lithium batteries with provisions in the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Technical Instructions) and with changes to the Hazardous Material Regulations (HMR) in the PHMSA HM-215N final rule published on March 30,2017. The changes, which will appear in the next update to Publication 52, are effective upon publication in the Postal Bulletin, August 17, 2017. A transitional period is provided until January 1,2018. The Postal Service urges mailers to comply with the new mailing standards during the transitional period, but compliance is not mandatory until January 1, 2018.
