Lisa Fotherby, PhD, P.E., was named Federal Engineer of the Year by the National Society of Professional Engineers (NSPE). Fotherby is a hydraulic engineer in the Technical Service Center of the U.S. Department of the Interior's Bureau of Reclamation.
