The payoff can get even bigger when it involves managers, all utility staff, and even your board or city council. Plaquemine, La., regularly sends its staff to training offered by such organizations as the state's AWWA section and the Louisiana Rural Water Association. Sending all their employees—not just the managers—gets results for Plaque -mine, which has 4,300 connections and is near Baton Rouge. "If just management is involved, it's often hard to funnel information from the manager to the people who are involved in doing the work," stated John Bourke, assistant director of utilities.
