Risk Management Plans. The U.S. Senate unanimously approved S.880 on June 26, 1999. The bill would exempt propane from the list of substances subject to the Clean Air Act (CAA) risk management plan reporting requirements. The CAA rules require 66,000 facilities that produce or handle certain chemicals, including propane, to provide detailed risk management plans to EPA. The bill has yet to pass in the House of Representatives.
