山西省护理人力资源配置现状及公平性研究

         

摘要

Objective:To get the message of configuration and distbriution status of nursing human resources in Shanxi Province and evaluate the fairness,which is to provide basis for the health administrative departments of Shanxi Province to make policy in nursing filed.Method:The data from the Shanxi Statistical Year book(2013) and Shanxi Health Year book(2013) were used to reflect the configuration and distbriution status of nursing human resources,lorenz curves and gini coefficient were used to evaluated the equity of the distbriution of nursing human resource.Result:The proportion of nurses in health professionals in the year of 2012 was 35%,every 1000 person had 2.01 nurses;in rural it was 28% and 1.07;the lorenz curve of population and geographical distribution between different regions was close to the diagonal line,the gini coefficient according to the population distribution was 0.16,according to the geographic area distribution was 0.32.Conclusion:The nursing manpower of Shanxi Province is shortage,and it is uneven between urban and rural areas.The distribution of the nursing manpower in Shanxi is relatively reasonable,but the regional distribution is unbalanced.%目的:了解山西省护理人力资源分布及配置现状,评价其配置的公平性,为卫生行政部门制定相关政策提供参考依据。方法:通过对《山西省统计年鉴(2013)》和《山西卫生年鉴(2013)》主要数据的描述,运用洛伦兹曲线与基尼系数对护理人力资源配置的公平性进行分析。结果:2012年山西省护士占卫技人员的35%,千人口护士数为2.01;其中,农村分别为28%、1.07;不同地市之间护理人力资源人口与地理分布的洛伦兹曲线均分布在对角线附近,其中,按人口分布的基尼系数为0.16,按地理面积的值为0.32。结论:山西省护理人力资源总量不足且城乡分布不均;区域之间护理人力资源人口与地理配置处于基本公平状态,但人口分布的公平性优于地理分布。
