In this paper, using the Stackelberg game theory, we employed the bi-level programming model to study the decisions concerning the selections among port clusters and client bases, built the bi-level programming models for two different scenarios for the maximization of port profit and the minimization of customer cost, next solved it using the Kun-Tuker law, and at the end, through a numerical example, proved the feasibility and effectiveness of the model and solution.%采用Stackelberg博弈理论思想,运用双层规划模型对港口群与用户群之间选择进行决策。一种情况是考虑了传统的港口作为上层规划的领导者,另一种情况是考虑用户作为上层规划的领导者,并分别建立双层规划模型,用以寻找港口最大利润和用户最小成本。并应用KarushKun-Tuker求解该模型。最后用算例来验证模型及求解方法的可行性和有效性。
