Affected by the continuous increasing of the RMB interest rate,labor costs,raw materials costs and financing predicament,the development of the technology-based small and micro businesses are facing a severe test.The government should help the technology-based small and micro businesses to lighten the burden,expand the market,recruit the talent;the technology-based small and micro businesses need to strengthen their own talent’s education and credit construction,developing a sophisticate marketing management system..%近年来，受人民币连续加息、用工成本不断上升、原材料价格持续攀升以及融资越来越困难等因素影响，科技小微企业发展面临严峻考验。政府要帮科技小微企业减负担，做市场，揽人才；科技型小微企业要加强对自有人才的培养，加强自身信用建设，构建科学的营销管理体系。
