Issues in Environmental Impact Assessment of Industrial Park Planning

This article specifies the contents and methods that should be included in the industrial park environmental impact assessment reports based on the discussions on the coordination of industrial park planning with other planning,the environmental rationality of the layout of the park and public participation during the planning process.Emphasis should be put on the analysis on the coordination with industrial development planning,upper level planning and planning at the same level regarding the positioning,scale and the structure of the given industrial park.The industrial park planning should conform other planning while catering for its needs.Contradictions and potential conflicts should be assessed and solutions should be proposed.Environmental rationality of the layout refers to the integration of the park with its surrounding environment and the internal integration of the different functional components.The public need be specified based on stake-holders analysis and be clustered as core group,strategic group and periphery group.Methods for assessing public participation include inquiry,questionnaire survey,focused workshop and expert consultation.Mixed methods should be encouraged wherever it is possible.Public participation is involved in the whole process of planning and assessment,but key points should include the investigation and the analysis of the situation,the production of the assessment report and the completion of the draft report.Public participation in these different points has different emphasis thus should be assessed with different methods.
