Water scarcity is a looming problem and coming to grips with this as water managers is critical to achieving sustainability. The reality is that mankind has rarely - if ever - lived in complete harmony with our most necessary resource. We have relied on massive engineering works and the relative resilience of the resource to ensure our survival. Indeed the world has many stories of mass human migrations being triggered when either the engineering systems or the resilience failed.
