FIT - FOR - PURPOSE WATER REUSE SCHEMES FOR SUSTAINABLE POTABLE WATER SUBSTITUTION

The Victorian Government's Central Region Sustainable Water Strategy (2006) called for metropolitan water authorities within the Victoria's Central Region to invest in water recycling projects aimed at achieving 20% recycling by 2010, and set a target for potable water substitution by recycling and storm water reuse. The Central Region includes the West Gippsland, Central Highlands, Barwon, Port Phillip and Westernport regions and the urban centres of Geelong, Ballarat, Greater Melbourne, Melton, Sunbury, Warragul and Traralgon. The Melbourne Metropolitan Water Businesses' Statement of Obligations targeted 10GL/yr of potable water substitution by 2030. South East Water Limited (SE Water) provides water, sewerage, recycled water and trade waste services for the areas east and south east of Melbourne (see Fig. 1), a population of approximately 1.5 million people, and must comply with the Melbourne Metropolitan Water Business Statement of Obligations. As part of the efforts to achieve these targets, SE Water identified three key wastewater treatment plant upgrades and water reuse schemes. In 2009, the South East Recycled Water Alliance (SERWA) was launched to design, construct and operate these schemes.
