Many previous studies have proven total quality management (TQM) to be capable of contributing to the development of operational process efficiency and a company-wide performance improvement. TQM also contributes to the employees' motivation and productivity. For a successful TQM adoption, it is vital to have total participation from all employees as it is implemented in close collaboration across different departments in an organisation. Therefore, organisational culture plays a significant role in implementing quality management principles and practices. The aim of this research is to examine and evaluate the constraints of the Kingdom of Saudi Arabia's organisational culture to implement TQM. The data for this research to analyse were collected from service and manufacturing industries in both public and private sectors. This paper discusses the research finding in relation to the existing TQM practices in Saudi Arabia and the influence of organisational culture (and its obstacles) to TQM implementation. To conclude, a number of suggestions are discussed to improve TQM implementation in Saudi's organisations.
