The current application of flood disaster monitoring technique based on remote sensing in China was analyzed and the limitations of insufficiency and un-real time response were pointed. After introduced the characteristics of MODIS and compared with that of NOAA-AVHRR, a flood disaster monitoring and assessing system based on MODIS and GIS was proposed and designed. By using received MODIS daily images data and remote sensing image processing software, the flood disaster monitoring model and land use identify model were applied to obtain the dynamic change information of water body and land use. Through modern computer network transmission technique, the processed products were transmitted to users quickly and accurately. A software based on GIS technique was developed to monitor different types of land use inundated area in real time in the specific region, and provide quick and reliable basis for flood dynamic monitoring and assessing. The Dongting Lake was chosen as a case study. The results show that the relative error of estimated water surface area is 0.2% in August 22, 2002, and 3.1% in August 27, 2002. As the characteristics of MODIS, such as fee, higher spatial and temporal resolution, it is expected that the proposed system would be widely applied in China
