The 3rd Round of Promoting University-Industry Linkage in Japan

This paper focuses on the most new and well known program - Formation of Innovation Center for Fusion of Advanced Technologies (FICFAT), which corresponds to a typical program in the 3rd round of promoting universityindustry linkages during the recent three decades of post catching-up Japan after the second world war.rnFirstly, we describe shortly the historical background of three rounds. Secondly, to extract the feature of the program in the 3rd round, we compare it in terms of program formula with other typical programs in the first and the second rounds, namely Exploratory Research for Advanced Technology (ERATO) and 21st Century Center of Excellence (21st COE). Thirdly, we elaborate the analytical framework to assure effective feedback between program formulation and program implementation practiced by a number of the projects, and then examine the projects being in the progress, on the basis of our own experiences engaging in the project activities, and analyzing materials on the application and interim assessment of Ministry of Education, culture, Sports, Science and Technology (MEXT). In conclusion, we refer to the problems and prospects of the program of the 3rd round.
