A relaxer-ferroelectric material, a method for synthesizing the same, and a device including the relaxer-ferroelectric material are disclosed. The disclosed relaxer-ferroelectric material includes a ferroelectric material having a first polarization characteristic, the ferroelectric material including a plurality of regions spaced apart from each other having a second polarization characteristic, wherein the first and second polarization characteristics are different from each other . The ferroelectric material and the plurality of regions may have different reaction characteristics for AC sweeping. In one example, the plurality of regions may include a solid solution.
