A system for controlling vehicle power or speed in a negative feedback mode established by using the inertia of a human operator, wherein the control direction of a control device of said system is consistent with the speed change direction of the entire vehicle. A novel speed regulation shifter using a new control method, the control direction thereof being opposite to that of traditional control methods. A simple and practical novel speed regulation shifter provided with a safety function of preventing accidental gear shifting. Within the internal structure of said shifter, the elastic force direction of an elastic component that controls the rotation direction and the interaction direction of related components that generate speed regulation signals are likewise opposite to those of a traditional speed regulation shifter.
