Provided are a patent writing management device, patent writing management method, and patent writing management program such that it is possible to find a combination of applicant and specification drafter beneficial to both. The patent writing management device comprises: a receiving unit which receives invention writing from a first terminal device; an extraction unit which extracts a patent document similar to the invention writing from a patent document database; an assessment unit which compares the invention writing with the extracted patent document and assesses the patentability of the invention writing; a transmission unit which transmits the invention writing, the patent document, and the patentability to a second terminal device if the receiving unit receives from the first terminal device a publishing notice to make the invention writing, the patent document, and the patentability publicly available to the second terminal device; and a determination unit which determines a transmission destination to which the transmission unit is to transmit the invention writing, the patent document, and the patentability on the basis of at least any one of the invention writing, the patent document, and the patentability.
