A system for developing self-learning material (SLM) using open educational resources (OER), the system comprising:an identification and search unit for identifying the model for the course to be developed and then searching the repository for the course, wherein when no course is found, the course is searched on the web using advanced search; an acquisition unit for developing the course using courses inherited from the course either in the course repository or when searched using advanced search on the web is available; anda development unit for developing the course with course writer if no course already exists
