A hydro-meteorological time sequence-based runoff simulation method and system. The method comprises: establishing a runoff simulation model based on the principle of a GR4J hydrological model; performing runoff simulation on a drainage basin by using a hydro-meteorological time sequence; and directly applying the runoff simulation result with the time sequence for analysis and drawing, so that a hydrologist can know the specific time corresponding to each data result without post-processing the result, and the problem of analysis inconvenience caused by the fact that the conventional hydrological simulation result does not have the time sequence is solved. According to the method, the model parameters and the drainage basin state of each time period can be automatically determined only by inputting the hydro-meteorological observation time sequence and setting the time of the rate period, and an observation and runoff simulation time sequence comparison diagram of the rate period and the verification period can be obtained at the same time, realizing the automatic treatment of runoff simulation and efficiently completing the runoff simulation work of a drainage basin.
