A thermal load estimation device (5) estimates a thermal load that is a most likely thermal load for a target area at an estimation target time by alternately performing: a process by a state estimation unit (51) for estimating a state quantity indicating the state of the target area at the estimation target time by using measurement data obtained by measuring the state quantity of the target area, air conditioner operation data indicating the operation state of an air conditioner (2) installed in the target area, and a target area thermal load estimated by a thermal load estimation unit (52); and a process by the thermal load estimation unit (52) for estimating the thermal load of the target area by using the measurement data, the air conditioner operation data, and an estimated value of the state quantity of the target area, the estimated value being estimated by the state estimation unit (51).
