To provide a regional comprehensive business system capable of appropriately and fairly evaluating business establishments by quantitatively grasping biased situations in selecting initial users at each business establishment.SOLUTION: A regional comprehensive care business system is configured to: extract, from nursing care receipt data in a database, a user who used a business establishment subject to be aggregated, a service type that the user received from the business establishment, and year and month when the user initially received the service type; aggregate these for each business establishment to create initial usage year and month aggregate data; and extract, from nursing care certification data, each value of a mental and physical condition item of the initial users; collate each value with the initial usage year and month aggregate data to create mental and physical condition aggregate data as of the initial usage. The regional comprehensive care business system is configured to: compare each value of the mental and physical condition item as of the initial user with a threshold value which is to determine magnitude of labor in a nursing care to determine the magnitude of labor in the nursing care; and determine, for each mental and physical condition item, the proportion of users with large or small labor in the nursing care among the total number of initial users.SELECTED DRAWING: Figure 1
