To improve the growth and development of agricultural plants, a solution selected from tris(2-hydroxyethyl)ammonium salts of biologically active carboxylic acids of general formula [NH(CH₂CH₂OH)₃ [R-COO] where R = C₆H₅-, C₆H₅CHCH-, HOOCCH₂ which is produced by the interaction of tris(2-hydroxyethyl)amine with the corresponding carboxylic acids in the polar solvent medium, after which the aqueous solution of the resultant substances is treated with the seeds of agricultural plants before sowing. ;EFFECT: invention enables implementing the above-mentioned function.;1 cl, 1 tbl, 4 ex
