The mixer incorporates a vessel with a mechanical agitator, a suction pipe, a pump, filters, a delivery pipe and a distribution system. The mechanical agitator comprises a shaft in the bottom of the vessel, fitted with blades, pref. helicoidal. The distribution system incorporates a collector, to which are connected recirculation and delivery pipes. The recirculation pipe is connected to jet pipes which induce violent motion at the bottom of the vessel. The delivery pipes are connected to a delivery system which incorporates blades which scrape the surface being treated. The mixer and delivery system are useful in maintaining roads, runways, railways, clearing snow and distributing fertilisers. The plant may be mounted on a trailer or a road-vehicle or a rail wagon.
