PURPOSE:To improve the heat insulation performance of a building by layering a soft surface material, which has at least 2 layer structure and comprises reinforcing layer and adhesive surface layer on both surface of a heat insulation layer 2 made of hard synthetic resin foamed material. CONSTITUTION:A soft surface material 5, which has at least 2 layer structure and comprises reinforcing layer 3 and adhesive surface layer 4, is layered on both surface of a heat insulation layer 2 made of extruded polystyrene foamed material. In the case where this heat insulation board 1 is used for construction as a form, the heat insulation board 1 is used for a form and concrete panel material 6 is used for the other form to form space 11 for concrete placing. This constitution facilitate construction work.
