PROBLEM TO BE SOLVED: To maintain better an activated state of a bottom sludge by injecting the bottom sludge deposited at a batholith of a lake to a bioreactor tank, sending air while gradually decreasing a pressure of aeration and stirring the bottom sludge in the tank by a low number of revolution. SOLUTION: The bottom sludge having about 200,000ppm concn. is took out from a bottom of water, flowed into the bioreactor tank 1 and stirred with a paddle type stirring machine 2. The aeration is executed with a diaphragm reciprocating air pump 3, a flow rate is measured with aeration flowmeters 4-1 to 4-8 and a flow rate control is executed with valves 5-1 to 5-8. Then an activation of the sludge is executed by gradually decreasing the aeration low in load while conforming with a hydrogen ion concn. to the bottom sludge. Microorganisms are planted to the bottom sludge completed in activation to shorten an activating time. Moreover, Corbicuia japonica is let loose to the bottom sludge completed activation, and a retention effect of the activation is estimated by confirming its existing state.
