PROBLEM TO BE SOLVED: To prevent the erroneous detection of an inclination and to eliminate the detection of a large inclination angle requiring long time for a processing by judging whether or not the inclination of a document is minute based on the position feature of a document constituting element in a document image. ;SOLUTION: The document image is obtained by an image input means 101. The position features of the document constituting elements such as a ruled line and a character string, etc., in the document are extracted by the position feature extraction means 102 of the document constituting element. Then, if the document image is hardly inclined is judged by an inclination minuteness judgement means 103. Then, the inclination of the document image is detected by an inclination decision means 104. When it is judged that the inclination of an original is minute in inclination minuteness judgement at the time, the control of narrowing the search range of inclination detection to the vicinity of inclination 0 degree for not performing an inclination detection/ correction processing is performed and the processing of shortening processing time or the like is performed.
