PROBLEM TO BE SOLVED: To prevent security of a paper medium from relying upon a sheet of paper. ;SOLUTION: This device 1 has a medium supply part 3 for supplying a paper medium 2, a security part 4 for giving security, a printing part 7 for printing a particular picture and individual information, a print confirmation part 8 for confirming normal or defective printing, an issuing port 66 for issuing the paper medium 2 of excellent printing, and a medium passage 67 for carrying the paper medium 2, and is composed so that the paper medium 2 is issued by an instruction from a host device 9.
