PROBLEM TO BE SOLVED: To obtain the subject protector excellent in plant growability, handleability and workability without affecting the environment, and useful for application to e.g. the slopes of newly developed sites, by kneading fibers, a high-molecular resin, water and vegetation auxiliary materials together followed by entangling the resultant blend with plant seedlings. SOLUTION: This plant seedling protector is obtained by kneading together fibers 11 such as hemp, a high-molecular resin 12 such as carboxymethylcellulose, water, and vegetation auxiliary materials 14 such as a tack agent, culture soil material and fertilizer followed by entangling the resultant blend with plant seedlings 13 such as plant seeds and terrestrial steam, rootstocks and/or creeping stems each useful for vegetative propagation; in this case, preferably the surface of this protector 10 is stuck with powdery sand or bentonite to form a tackproof layer 15.
