PROBLEM TO BE SOLVED: To provide a failure information adding device or the like using an information-memorizable noncontact IC tag capable of writing failure information to a web under working in no contact. SOLUTION: In this failure information adding device using an information- memorizable failure position instructing tape, the failure position instructing tape is stuck to the failure part of a wound semi-product by use of a failure instructing tape consisting of an information-memorable non-contact ID tag. The device comprises a data write part 1 for gaining the signal of a failure inspection device and writing a data to the failure position instructing tape in the sticking of the failure position instructing tape to a failure part, a failure position instructing tape sticking part 2 for sticking the failure position instructing tape to the start or end position of the failure, a winding length measuring instrument 3 for measuring the whole winding length and the instructing tape position, a data read/write part 4 provided in the vicinity of a winding discharge part, and an arithmetic device 5 for arithmetically calculating the numerical value gained from the data read part and the winding length measuring instrument.
