PURPOSE: A manufacturing method of high activity oxidizing catalyst for wet oxidation process is provided, which can decompose nitric acid, the nonbiodegradable organics and the typical reaction intermediate of decomposing process of organic matter, in high efficiency by complete oxidizing reaction of nitric acid using complex metal catalyst to produce water and carbon dioxide which are harmless. CONSTITUTION: The catalyst is manufactured by impregnating to porous non-alkaline carrier (TiO2, ZrSiO4, ZrO2 or ZrO2-TiO2), the p-type metal oxide (NiO, CoO, Cu2O, SnO, PbO, Cr2O3) in a complex metal (two components, three components, four components) type, according to electric conductivity and semi-conductor property of manganese nitrate hydrate£Mn(NO3)2H2O|, cerium nitrate hydrate£Ce(NO3)36H2O|and ruthenium chloride hydrate (RuCl3xH2O) and oxide, the catalyst being used at an air pressure of 300-1100 psi and at a reaction temperature of 100-300 deg.C.
