PROBLEM TO BE SOLVED: To reproduce an original bit stream, in which the quantity of codes prior to yet reduced, from a bit stream, in which the quantity of codes is reduced, without receiving the original bit stream. SOLUTION: A stream-partitioning device 1000 and a stream-combining device 2000 can fully reproduce a first encoded signal, before reducing of the quantity of the code without having to receive original codes, where the stream-partitioning device 1000 receives the first encoded signal before reducing of the quantity of codes, performs code quantity conversion processing of the first encoded signal, converts the first encoded signal into a second encoded signal, outputs the second encoded signal, and outputs difference information between the first encoded signal and the second encoded signal by generating a differential encoded signal with the coefficient value of change information encoded; and the stream-combining device 2000, receives the second encoded signal, receives the differential encoded signal, and restores the first encoded signal, by combining the second encoded signal and differential encoded signal.
