PURPOSE: An electronic medical insurance card and a system and a method for operating the electronic medical insurance card are provided to offer the electronic medical insurance card embedding an IC chip capable of storing the personal detail of an insured person and a dependent family and the insurance payment record, and paying an expense relating to various kinds of medical treatment. CONSTITUTION: The electronic medical insurance card is composed of a non-contact type RF(Radio Frequency) card base(110) including the IC chip(111) and an antenna coil(112). The characters such as a name of the insured person and a card number are printed on the surface of the electronic medical insurance card. The antenna coil occurs the induction generation influenced by the electromagnetic field formed by a card reader as approaching to the card reader and driven by the electric voltage obtained from the induction generation drives the IC chip.
