PROBLEM TO BE SOLVED: To reduce the troublesomeness and cost by increasing the efficiencies of application of use of service and commodities, charge collection, and charge collection operation in a facility, and assure a communication means in the facility.;SOLUTION: When the purchase of a service or a commodity is applied by transmitting the identification code of the service or the commodity by a radio terminal, a settlement server performs an charge collection and, when a providing device recognizes a radio tag on the radio terminal, transmits the ID of the radio tag to the settlement server. The settlement server confirms the state of purchase of the service or commodity and determines the possibility of provision.
