PROBLEM TO BE SOLVED: To perform vibration resistant design at minimum cost through evaluation on damage due to an earthquake.;SOLUTION: A target earthquake risk is set by a target earthquake risk setting means 10, and the degree of damage, vibration resistant performance and the restriction conditions on the cost of each part of a building as a design object are analyzed by various types of analyzing means. The design specifications for minimizing the cost within a range meeting the target earthquake risk are computed by a cost optimizing and analyzing means 15.
