PURPOSE: A model for a computer use time controlling system controlling the time for using an unprofitable program as much as the point obtained by using a profitable program is provided to prevent a computer user from using the computer programs directly and to make the user use the program for the time corresponding to the point obtained by using the profitable program. CONSTITUTION: When the computer is booted, a control program keeps an authority for controlling the computer before an OS(Operating System). If the user uses the profitable program or site, the point in proportion to the use time is accumulated and stored in a server. If the user wants to use the unprofitable program or site, the point stored in the server is downloaded to the computer. The control program permits the user to use the unprofitable program or site for the downloaded time by referring to the downloaded time and an environment setting previously set by a manager. The used point is automatically subtracted from the point stored in the server.
