PROBLEM TO BE SOLVED: To effectively prevent unauthorized installation, even if license codes which are copied or terminal setup is changed.;SOLUTION: An installer 1 has a time acquiring part 2, a license code analysis part 3, a license code determining part 4 and an installation processing part 5. When the installer 1 is activated, the time acquisition part 2 acquires a current date and timer, based on a time system common to the world as an installation beginning date and time using standard waves, an NTP server and time signal service. The license code analysis part 3 analyzes a license code to acquire a scheduled installation data and time. The license code is pre- embedded with a scheduled installation date and time based on user notification. The license determining part 4 determines whether the installation is licensed, based on the installation beginning date and time and the scheduled installation data and time.
