A random number extracting module(43) randomly extracts a lottery number from a database. A lottery number storing module(44) offers the lottery according to a buyer's request and stores the lottery number. A drawing number comparing module(45) judges a prize of the lottery. A management module(46) inputs a winning number for the drawing typed lottery, and operates and modifies the system. A settlement module(47) transfers the credit card information or the account information of a buyer to an EC(Electric Commerce) system(60) and receives a settlement processing result from the EC system(60).
