A throttle plate (2) has outer diameter smaller than inner diameter of throttle bore. Multiple fins (8) in throttle plate, extend from throttle plate in direction perpendicular to plane defined by throttle plate. The fins are optimized in size and shape to reduce air rush noise. Independent claims are also included for the following: (1) a throttle plate; (2) a fin; and (3) fin size and shape optimization method.
