PPROBLEM TO BE SOLVED: To provide a plant raising mat with which plants such as turfs can be easily raised without using soil and sand as raising medium, and without requiring any skilled art and much working time; and to provide a method for producing the plant raising mat, a plant raising set, and a method for raising plants. PSOLUTION: The plant raising mat comprises the followings: a water soluble sowing layer 33 holding plant seeds in the dispersed condition and making the seeds dissolve via contact to water to release the seeds from the layer; a water-retaining raising medium layer 34 arranged below the sowing layer 33, making the seeds released from the sowing layer 33 implant thereon, holding roots took from the implanted seeds, and allowing rooting to grow in the presence of a fertile and a useful soil fungus; and a water-retaining coating layer 32 covered with at least the upper surface and respective side surfaces of a raising laminated body 31 comprising the sowing layer 33 and the raising medium layer 34, and holding the raising laminated body 31 in an integrated state until first water supply time.
