PPROBLEM TO BE SOLVED: To build up a police reporting system which realizes immediacy and interactivity. PSOLUTION: The police reporting system includes a portable telephone 200, a communication command center computer 100 and a server 300 installed between them. The server 300 comprises a circuit for establishing a one-to-one dialog communication between one portable telephone 200 and one communication command center computer 100, based on an IP address identifying the portable telephone 200 and an IP address identifying the center computer 100, and a transceiver circuit for transmitting information to the center computer 100 upon receipt of information from the portable telephone 200, and also transmitting information to the portable telephone 200 upon receipt of information inputted to the center computer 100, based on information transmitted from the portable telephone 200.
