A system for permanently monitoring the quality of a building. The system can be installed at low cost. A monitoring method and a semiconductor integrated circuit device used for the system and method are also disclosed. A monitor chip (SC1) comprising sensors (RS1, TS1, PS1), a microprocessor (CCPU1), a memory (CMEM1), a radio interface (CRF1), a power supply control circuit (PC1), a power generator (BCHIP1) is added to a concrete paste. Intermittently, the monitor chip supplied with power from the built-in power generator monitors information on whether or not the temperature control during the curing of the concrete was adequate, whether or not the contents of water and chloride ions in the concrete paste were adequate, and whether or not there was any problem with the stress state in the concrete is collected by using the built-in temperature sensor, electric resistance sensor, and pressure sensor. If any abnormal data is detected, the data is stored in the built-in memory (CMEM1). The collected quality data is transmitted by radio in response to a request of an external check machine (RC1). The check machine (RC1) judges the quality of the building from the transmitted quality data.
