PURPOSE: An apparatus for reading a CD-ROM disk having low reflectance and a method therefor, particularly regarding to effectively reading a disk having low reflectance by increasing a driving current for a laser diode are provided to read data even if a servo unit is not operated due to low reflectance of the disk. CONSTITUTION: An APC(Automatic Power Control)(12) receives a current output from a photo diode(144) for outputting a driving current so that a laser diode(142) projects constant intensity of radiation. A laser diode driving current control unit(26) controls the current to be applied to the laser diode to drive the laser diode in proportion to the reflectance of a disk(18). A servo unit(22) controls rotation of a spindle motor(16) and movement of a pickup(14). A reflectance judging unit(24) judges the existence of the disk by sensing weight applied to the rotating spindle motor, and judges the reflectance of the disk by checking operation of the servo unit so that the reflectance judging unit outputs a control signal for controlling the laser diode driving current control unit.
