The exact position of vehicle or individual in relation to transceiver units, base stations and video cameras that are communicated with transponders, mobile telephones and registration plates respectively, is determined. The data related to geographical areas, is stored in database of computer. The data is sent to each mobile telephone of position determined vehicles based on geographical area where vehicle is located.
