A water circulation method using a lever for water head drop impact and a generating device are provided to produce electric energy by operating a generator with force of a water turbine and to efficiently sue natural energy at low development cost. A water circulation method using a lever(13) for water head drop impact comprises a step wherein water is gathered to a water storage plate(16) while outside water flows into a water storage tank(11), the water storage plate is opened if water is gathered, and the gathered water(26) drops down to a first impact plate(14); a step wherein the water gathered to the first impact plate attached to the lever drops down, the impact force of the dropping water is increased by the lever, and the water storage plate is closed while the first impact plate descends by the impact force of the water and a second impact plate(15) ascends by the increased force; a step wherein the water in a valve receptacle(12) is discharged to the outside through a valve(17) while the impact force of water is increased by the lever ascends; a step wherein the water in the valve receptacle is discharged to the outside, the valve is closed, the valve receptacle is isolated from outer water pressure, the second impact plate descends while the water dropping to the first impact plate is moved to the second impact plate through a pipe(25) installed to the lever, and the first impact plate ascends; and a step wherein the first impact plate ascends, outside water flows into the water storage tank, the water is gathered to the water storage plate, the water storage plate is opened, and the gathered water drops down.
