PROBLEM TO BE SOLVED: To provide a next-generation clean energy power generation plant and a next-generation clean energy power generation method effective for measures against global warming.SOLUTION: A next-generation carbon-free power generation plant includes: a boiler body 12; a hydrogen-rich ammonia combustion burner 18 attached to the boiler body for burning combustion air and hydrogen-rich ammonia to generate high-pressure steam in the boiler body; a urea water supply source 60 supplying urea water; a hydrogen-rich ammonia generation reactor 22 arranged adjacently to the boiler body 12 for hydrolyzing the urea water to generate ammonia and converting a part of the ammonia into hydrogen and nitrogen to generate a hydrogen-rich gas; a hydrogen-rich ammonia supply line 21 supplying a mixture gas of the rest of ammonia and the hydrogen-rich gas to the hydrogen-rich ammonia combustion burner; a power unit 40 driven by the high-pressure steam; and a power generator 50 driven by the power unit to generate power. In this way, power generation by clean energy can be carried out.
