A process for producing a precursor catalyst composition wherein the composition comprises catalytic species dispersed and distributed throughout a matrix of high surface area where the catalytic species of the group consisting of ruthenium and palladium, is selected and further comprising a promoter selected from the group consisting of Rhenium, Molybdenum and Tin, and mixtures thereof, wherein the process is a sol-gel process in which all the reactive precursors in solution and are combined before formation of the gel network .
