A 4:4:2 integrated ranking evaluation system centered on results and capabilities, and an operation method thereof are provided to systematically process promotion through a fair and clear procedure in government organization by the results and the capabilities. An organization member database(100) stores a level and service period information corresponding to each level of each tax officer. A promotion candidate server(200) comprises a promotion candidate selector(210), a service result evaluator(220), a career calculator(230), a promotion ranking determiner(240), and a promotion candidate list maker(250). A personal business result management server(300) includes a personal business result database(320), an evaluator database(330), and a business result evaluation processor(340). A multilateral evaluation processing server(400) includes a periodical/frequent multilateral evaluation processor(420,430), and a multilateral evaluation calculator(440). An integrated ranking list making server(500) includes a calculator(510) summing marks of each server in a 4:4:2 ratio.
