The system has an interactive graphics editor (1) with a functional module to create a prototype application (2) from an input functional specification data, and a technical module. The technical module creates a teleprocedure application, an interfacing application and a teleprocedure management application from the prototype application and an input technical specification data. An engine executes the prototype and other applications. The teleprocedure application corresponds to the front office and the management application corresponds to the back office. An independent claim is also included for a method to develop an interactive application such as teleprocedure, for dematerialization of administrative procedures, by displaying enquiry forms and by managing the enquired forms.
