PPROBLEM TO BE SOLVED: To provide a device and method of determining genuineness of a banknote, a device and method of registering surface characteristics of the banknote, and a system of determining genuineness of the banknote capable of improving reliability of genuineness determination of the banknote. PSOLUTION: Surface characteristics at a plurality of previously registered places of the banknote being a target of genuineness determination is obtained from a database 405. An image input part 401 reads the surface characteristics at the plurality of places of the banknote. An image collation part 408 collates the obtained surface characteristics at the plurality of places and the read surface characteristics at the plurality of places. A genuineness determination part 409 determines the genuineness of the banknote. In such manners, the surface characteristics at the plurality of previously registered places of the banknote being the target of genuineness determination are obtained, the surface characteristics at the plurality of places of the banknote are read, and the genuineness of the banknote is determined based on the obtained surface characteristics at the plurality of places and the read surface characteristics at the plurality of places.
