PPROBLEM TO BE SOLVED: To provide a personal authentication medium issuing device and a personal authentication medium issuing method by which the examination of a personal authentication medium can be minimized, and the issuing efficiency of the personal authentication medium can be increased. PSOLUTION: Synthetic image information is prepared by embedding separate additional subsidiary information (security information and so forth)under an invisible state to main image information (the face image of a person and so forth) under a visible state. This personal authentication medium issuing device issues the personal authentication medium by recording the synthetic image information on a recording medium. In the personal authentication medium issuing device, an examination performance determining section which automatically determines in advance whether or not the personal authentication medium which has been issued by using the main image information from the input main image information is performed is provided. At the same time, a selecting section which selects whether the personal authentication medium which has been issued by a printer is determined to be completed or examined in response to the determination result is provided.
