PPROBLEM TO BE SOLVED: To provide a quantization procedure for quantizing wavelet coefficient of the area characterized strongly in the image compressed and encoding system using the quantization divisor smaller than the quantization divisor used for quantizing wavelet coefficient of the area with only small number of feature section. PSOLUTION: The image processing system processes the tile in the order stipulated (168). A wavelet transform generates edge coefficient using short filter applied to the image boundary. A long filter is used for the image data of internal position, a non-edge coefficient is generated (172). Both filters are applied to only image data in the tile and only transform coefficient in early set of the transformed data. The corresponding decoder is provided in the client (180).
